Check both hot water faucets in different rooms. If it is happening at every hot water tap in your home, the water heater itself is almost certainly the source. If it is isolated to just one faucet or one area of the house, the discoloration might actually be coming from corrosion in the pipes leading to that specific fixture rather than the tank itself.
